Task Order 15 (TO 15), Data for Education Programming in Asia and Middle East (DEP-AME, Contract number AID EHC-E-00-04-00004; Order Number AID-OAA-BC-11-00001), is a centrally funded Time and Materials Task Order under the Ed-Data II Indefinite Quantity Contract (IQC) between the U.S. Agency for International Development (USAID) and RTI International, with support from Allegro Global Procurement Solutions, Inc. (Allegro). USAID awarded the contract with a task order ceiling price of $[redacted]. The project began on September 26, 2011. A September 2014 contract modification raised the level of obligated funding from $[redacted] to $[redacted]. As noted in the Statement of work,
“The Task Order’s primary objective is to generate regional and country-specific education data and analysis that can be used by ASIA/ME Bureaus, missions and partner country decision makers to prioritize needs and USAID investments. A complementary objective is to strengthen the knowledge of education personnel in the ASIA/ME regions about evidence-based programming supportive of the Strategy, rigorous evaluation methodologies described in the Evaluation Policy, and effective practices for program implementation and management. With increased knowledge, education personnel will possess the pre-requisite for becoming better skilled in strategy, design, evaluation and management of education programs, and will be more likely to perform effectively and guide their programs into alignment with the Strategy and Evaluation Policy.”
