Soma Umenye Impact Evaluation Year 1 Baseline Report

External Randomized Control Trial Impact Evaluation (IE) Report on first year of nation-wide multi-phase implementation of Grade 1 mother-tongue EGRA project, intended primarily to measure both comparative gains in literacy and possible spill-over effects. Treatment -  136 schools/2455 students in Year 1 (2017). Control - 168 schools/3011 students scheduled to get intervention in Year 3 (2019). Based in part on preliminary findings, which showed the success of Soma Umenye (= "Read and Know"), nationwide implementation was accelerated for all students to receive intervention starting in Year 2, resulting in loss of the control group and early termination of the impact evaluation, planned for five years. (Chemonics is implementer. Mathematica and Incisive Africa were IBTCI's sub-contractors for the IE.)
In addition to the findings and conclusions from the first year of implementation, the report includes the Evaluation Design, the manual used for collection of data at the schools, and the assessment instruments (excluding the EGRA itself). These can help in planning other EGRA evaluations, particularly impact evaluations.
