Through this task order, RTI is collecting education data to inform the work of both the USAID Mission and the Zambian Ministry of Education, Science, Vocational Training, and Early Education. RTI's primary responsibilities are to design a sampling methodology suitable for a nationally representative EGRA survey in 2014 and an endline assessment in 2016 and to lead the administration of the 2014 survey. Ultimately, this data on early grade reading outcomes will serve to bolster USAID's literacy initiatives and inform the Ministry about the current state of reading in the early grades. Throughout, RTI will work to build related in-country capacity in sampling, data systems, data collection and analysis, and dissemination.
